Parliamentary report on the state of prisons in Uganda

Report by the parliamentary committee on defence and internal affairs on oversight visits conducted in August and September, 2016. Of the existing 249 Government prisons, the committee visited the following prisons: Luzira, Bugungu, Kirinya, Molokatipe, Tororo remand, Tororo main, Nakasongola, Mbarara, Bushenyi, Rwimi, Mubuku, Ibuga, Fort Portal, Isimba, Masindi, Maruku (Mbale) and Kigumba.

The Committee sought to:

  • assess the conditions of life of inmates;
  • evaluate the extent of compliance to established laws in the treatment of inmates;
  • appraise the interventions of the rehabilitation of inmates; and
  • assess the challenges faced in the management of prisons.
